Overview

David Skawin helps clients prepare for, navigate, and resolve issues related to environmental laws and regulations, employing diverse experience in the public and private sectors to form practical solutions and mitigate potential risks.

Most recently, David served as an attorney for the Public Utility Commission of Texas, where he managed matters such as rate regulation, rulemaking, evaluation, and enforcement pertaining to public utilities throughout the state of Texas, including electricity, telecommunications, and water.

David also notably served as a policy analyst to the Texas Senate’s Business and Commerce Committee, where he analyzed hundreds of pieces of legislation, met with key stakeholders to develop strategies, and advised Texas State Senators on how to best achieve their goals.

After completing law school, David worked for the Texas Legislative Council providing nonpartisan legal services and acting as de facto in-house counsel. He then gained experienced as associate corporate counsel to one of the largest satellite TV providers in the U.S., drafting complex commercial agreements, leading negotiations, and counseling stakeholders on legal, business, and privacy issues. His widely varied legal experience contributes to a detail-oriented practice in which he observes client matters from all angles before crafting comprehensive solutions.
