Spencer Fane LLP is pleased to announce Joseph M. Dworak joined the Santa Fe, New Mexico, office as an of counsel attorney in the Governmental Affairs, Litigation and Dispute Resolution, Environmental Law, and Energy Law practice groups.
Joe is adept at navigating complex regulatory subjects to develop practical solutions that comply with rapidly evolving and often overlapping legal requirements. Using his extensive background in government administration and public policy, he also forges strong, long-standing relationships between clients and regulatory entities to protect and reinforce business models that keep pace with new markets, technological advancements, and shifting legal terrain.
Prior to entering private practice, Joe held multiple prominent government appointments, most recently as a Deputy Attorney General for the state of New Mexico, where he also previously served as Litigation Director and Open Government Deputy Director. Between positions at the Office of the Attorney General, he was appointed Director by the Governor of New Mexico to the state’s Regulation and Licensing Department, where he oversaw 29 professional and health licensing boards and commissions. Joe’s tenure in government and critical work in this sector – including regulatory oversight, case analysis, relationship maintenance, and enforcement – have contributed to a robust and resourceful practice rooted in compliance.

Joe received his undergraduate degree at the University of New Mexico, then earned his Juris Doctor at the university’s law school. His career has been underscored by many notable achievements and leadership positions, including his selection as one of six International Fellows to represent the U.S. through the National Association of Attorneys General on a global stage. Joe has been named a “Top Business Leader” in Santa Fe and is a visible member of numerous community and legal organizations.
