William A. (Cody) Faulk, III and Rashmin Asher have joined the Energy Practice Group of Spencer Fane LLP in the firm’s Austin office, expanding the Firm’s offerings to utility, municipal, water, and electric clients. Faulk will be a partner, and Asher joins as an associate.
“Spencer Fane continues to grow throughout Texas in an effort to serve our clients in the utility and electric/power generation industry and related energy regulatory sector,” said Andrew Brought, Energy Practice Group Leader at Spencer Fane. “Cody and Rashmin bring valuable insight into matters ranging from utility rate-making proceedings to electric transmission line routing, retail service area disputes, and much more. They will greatly contribute to our collaborative approach as a firm.”
Faulk focuses his practice on regulatory and enforcement proceedings for municipalities, investor-owned utilities, and landowners before the Public Utility Commission of Texas, Railroad Commission of Texas, Texas Commission on Environmental Quality, and the State Office of Administrative Hearings. He also has extensive experience representing local municipality, utility, and semi-governmental entity clients in a wide range of matters, including regulatory enforcement and permitting, Open Meetings Act and Public Information Act compliance, land use regulation, sale/transfer/merger proceedings, and litigation in Texas courts.
A sixth-generation lawyer who grew up in Brownsville, Texas, Faulk completed his undergraduate studies at Southwestern University in Georgetown, Texas, and earned his Juris Doctor from St. Mary’s University School of Law. Faulk is an active member of both the Public Utility Law and the Administrative Law sections of the State Bar of Texas.
Asher’s practice focuses on administrative law in the area of public utility regulation, and she has represented utilities and municipalities alongside Faulk in proceedings before governmental and regulatory boards throughout Texas. Asher has served as a managing attorney and staff attorney for the Public Utility Commission of Texas, where she represented the Commission in numerous electric and water administrative and contested case proceedings. Her experience included base rate proceedings, change of control proceedings, sale/transfer/merger proceedings, certificate of convenience and necessity amendments for generation, transmission line proceedings, transmission cost recovery factor proceedings, and others.
Asher also has served as Assistant District Attorney for Brazos County, Texas, where she gained appellate litigation experience.
Asher is an active member of both the Public Utility Law and the Administrative and Public Law sections of the State Bar of Texas. She completed her undergraduate studies at Texas A&M University and earned her Juris Doctor from Ohio State University’s Moritz College of Law.
