Overview

Hal McCard combines decades of experience as in house and outside counsel for health care enterprises with a deep understanding of health care operations, regulatory compliance, and complex litigation to provide responsive, effective counseling on a full range of legal matters with a practical, client-centered focus.

For nearly three decades, Hal has designed effective legal solutions for nonprofit and for-profit health systems, physician group practices, and ancillary / allied health care providers. This includes a relentless focus on providing guidance that enables executives and board members to make sound decisions on issues ranging from corporate governance to risk mitigation to strategic legal operations and mergers and acquisitions.

Hal served as General Counsel and Secretary for a $1.2 billion publicly traded health care enterprise, as well as General Counsel of an industry leading, private equity-backed national substance-use disorder provider. A nationally recognized expert in Stark, Anti-Kickback, and False Claims Act laws and regulations, Hal aggressively managed existing federal regulatory compliance, investigations, and responses for his clients. He has vast experience in physician / health system clinical integration including value-based care model design and implementation.

In addition, Hal’s professional experience includes directing legal operations for six divisions for one of the nation’s leading publicly traded health care companies. In this role, he steered legal, operational, and regulatory due diligence for a $7.6 billion acquisition that created (at the time) the nation’s largest hospital chain.

Hal’s experience in private practice includes creating, launching, and leading a law firm’s health care practice through an expansion that established a national presence and a client base, including physician groups, ambulatory surgery centers, and both for-profit and nonprofit health systems. His experience includes corporate governance and public company board advice and counsel, SEC and NYSE regulatory compliance, federal and state hospital and health system operations and regulations, clinical network integration, fraud and abuse, mergers and acquisitions, physician and vendor negotiation and contracting, HIPAA and medical privacy, EHR, and health care IT negotiation and contracting.

The American Health Law Association has accredited Hal in mediation and arbitration.
