Spencer Fane Continues to Expand Environmental and Energy Law Practices, Welcomes Another Austin Associate

July 1, 2025

Spencer Fane LLP is pleased to welcome Kelsey E. Parker to the firm’s Austin, Texas, office as an associate in the Environmental and Energy Law practice groups.

With an eye for future legal challenges, Kelsey has worked extensively with matters pertaining to natural gas infrastructure, renewable energy generation, and emerging environmental issues. Her progressive knowledge will help business leaders both optimize and safeguard their long-term strategies for continued growth and success, especially as formerly niche sectors rapidly enter the mainstream.

“Kelsey’s dynamic background, which includes strong footing in cutting-edge clean energy programs, will provide a forward-thinking perspective to our strong and growing environmental and energy practices,” said Cody Faulk, Office Managing Partner for Spencer Fane in Austin. “And with Texas environmental and utility-focused strategies at the forefront of broader industry conversations, intentionally hiring to meet specific client needs – through a bench of both comprehensive and deeply specialized talent – remains a top priority for the firm’s Texas offices.”

In addition to new industry developments, Kelsey is well-versed in evolving regulatory standards and litigation surrounding per- and polyfluoroalkyl substances, as well as environmental compliance under the Clean Water Act, Safe Drinking Water Act, Endangered Species Act, Oil Pollution Act, and Comprehensive Environmental Response, Compensation, and Liability Act.

Kelsey received bachelor’s degrees in environmental science and government from The University of Texas at Austin before earning her Juris Doctor from the University of Houston Law Center. While completing her law degree, Kelsey served as a regulatory affairs intern for Spire and clerked in multiple private practices, as well as for Midwest Environmental Advocates and within Earthjustice’s Clean Energy Program.
