Spencer Fane attorney Lisa Mayers discussed infrastructure funding and the hottest topics impacting funding of special district infrastructure projects at the Special District Association of Colorado’s (SDA) Annual Conference on September 13 in Keystone, Colorado.
During her presentation, Infrastructure Funding from Application Through Construction, Lisa outlined issues to consider when obtaining grant and loan funding, from application through construction. Lisa discussed a variety of topics, including the implications of TABOR, the exception for enterprises, legal and bond counsel consultations and opinions, and other funding and construction requirements set by funding source. She was joined by Dannah Koeniger, a professional engineer at GMS, Inc.
