Former Texas PUC Commissioner Chief of Staff McMurray Joins Spencer Fane Energy Practice Group

Spencer Fane LLP is pleased to announce Creighton McMurray is joining the utilities industry team in the firm’s Austin, Texas, office.

Most recently, Creighton served as Chief of Staff and Counsel for Texas Public Utility Commissioner Will McAdams. Creighton’s duties included extensive legal research on complex issues related to utility regulation and competitive market design in ERCOT, the Southwest Power Pool, and the Midcontinent Independent System Operator. He previously served as an attorney in the Public Utility Commission of Texas’ Legal Division, where he represented staff in contested cases involving both electric and water utilities, including rate appeals.

Creighton joins a high-profile utilities team, led by partners Cathy Webking and Cody Faulk, that is dedicated to helping clients navigate and shape laws and regulations that govern utility-related issues for a variety of market participants and providers. The firm’s utility team focuses on regulatory and enforcement proceedings for municipalities, utilities, retail electric providers, generators, trade organizations, and landowners before the Public Utility Commission of Texas, the Electric Reliability Council of Texas, Railroad Commission of Texas, Texas Commission on Environmental Quality (TCEQ), and the State Office of Administrative Hearings. The team also assists large users and producers of electricity in commercial transactions that involve navigating these regulatory agencies.

Creighton completed his undergraduate studies at St. Mary’s College of Maryland and later earned a Master’s in bioethics at the University of South Florida and his Juris Doctor from the Emory University School of Law.
