October 15, 2026

Building on his ongoing contributions to municipal law scholarship and education, David E. Waters recently authored “A City Attorney’s Guide to Kansas Municipal Petitions and Protests, 2026,” a new guidebook published by the League of Kansas Municipalities for attorneys navigating municipal referenda and protest procedures in Kansas.

The publication follows David’s previously published treatise, “Municipal Nuisance Abatement in Kansas: A Reference for Municipal Practice,” and explores some of the most significant and frequently encountered petition and protest issues facing Kansas municipalities. As a trusted advisor to local governments and a longtime leader in municipal affairs, David continues to share his experience through resources that support attorneys and public officials across the state. His latest work incorporates practical examples, practice notes, and ethical considerations to help practitioners address real-world scenarios.

At Spencer Fane, David serves as the firm’s Overland Park Office Managing Partner while maintaining an industrious practice that helps clients in the real estate, governmental, business, and health care industries successfully handle the full range of legal needs related to real estate transactions, ensuring projects stay on time and on budget. In addition, David is deeply involved with the Kansas City metro community. He serves as mayor of Westwood, Kansas, and has several leadership roles within various civic, educational, and nonprofit organizations that add a unique perspective to his law practice.
