Held at the AT&T Conference Center, the PULS Conference gathers practitioners and current and former appointed officials from the Texas Commission on Environmental Quality, the Railroad Commission of Texas, the Texas Water Development Board, the Public Utility Commission of Texas, and more for a full day of educational programming and networking. Creighton – who will serve as PULS Chair for 2025-2026 – provided the closing remarks for this year’s conference.
At Spencer Fane, Creighton focuses his practice on public utility regulation and administrative law. He harnesses prior experience as Counsel and Chief of Staff for a Commissioner at the Public Utility Commission of Texas, where he conducted extensive legal research and briefing on complex issues related to contested proceedings, rulemaking, and competitive market design in ERCOT, the Southwest Power Pool, and the Midcontinent Independent System Operator. Clients also benefit from his past work as staff attorney for the Commission, which involved contested cases, including base rates cases for both electric and water utilities; change of control proceedings; water rate appeals; interim rate proceedings such as transmission cost recovery factor and generation cost recovery riders; sale, transfer, and merger proceedings; and certificate of convenience and necessity amendments.
