Overview

Russell Ramzel helps health care providers, regulated businesses, and professional organizations navigate complex regulatory and corporate matters so they can maintain compliance, pursue growth opportunities, and achieve their business objectives.

Working extensively within the health care industry, Russell advises hospital systems, psychiatric hospitals, long-term care facilities, pharmacies, residential childcare facilities, and health care technology and service providers on a wide range of regulatory requirements. His experience includes agency licensure matters; certificate of need issues; the 340B Drug Pricing Program; HIPAA compliance; electronic health records and meaningful use requirements; and fraud and abuse laws, including Anti-Kickback Statute and Stark Law compliance. Clients rely on his practical guidance to address evolving regulatory challenges while supporting their operational goals.

Russell also helps clients structure and execute strategic business transactions. He counsels organizations on mergers and acquisitions, changes of ownership (CHOWs), entity formation, corporate governance, compliance programs, and other corporate matters. By combining regulatory insight with transactional experience, he helps clients evaluate opportunities, manage risk, and position their organizations for long-term success.
