Paul Satterwhite Provides Shutdown-Related Labor and Employment Updates in Springfield Business Journal

December 31, 2025

Spencer Fane attorney Paul Satterwhite recently collaborated with the Springfield Business Journal for their article, Government Shutdown Causes Uncertainty for Work Authorization.

In a conversation with reporter Mike Cullinan, Paul discussed the guidance to employers he and Randi Winter provided in their firm blog post regarding the shutdown, as well as related topics such as the status of work authorization, investigations and enforcement, and other processes experiencing added uncertainty and challenges during this time. Paul noted that the majority of the questions he’s received from clients focus on the E-Verify tool managed by the U.S. Department of Homeland Security that allows employers to verify their new hires’ legal work authorization.

“[E-Verify being disabled] requires employers to use the alternative process, which is really the old paper process and submissions, which, if you’ve been doing something completely different for a lengthy period of time, is a large change,” he said. “They still have to stay in compliance. They still have to take the steps to make sure that if there’s an issue down the road with someone that they’ve hired, that they’ve gone through the I-9 verification process.”

As co-chair of the Spencer Fane Labor and Employment practice group, Paul Satterwhite works with employers to solve complex employment problems and to manage their employment law risks. He focuses his practice on providing counseling in the areas of traditional labor, human resource counseling and training, employment litigation, and risk management.
