Spencer Fane attorney David E. Waters served as a co-author of the 2024 edition of the Kansas Annual Survey of Law, which was recently published by the Kansas Bar Association.
Each chapter, like the Local Government Law one authored by David, includes case law, statute, and regulation updates.

Uniquely, he also serves as an elected official and is currently the mayor of Westwood, Kansas, in the Kansas City metro area. He is a member of the board of directors for the City Attorneys Association of Kansas and is President of the Kansas Mayors Association.
