Spencer Fane LLP is pleased to welcome Howard Mulligan to the firm as a partner in the Corporate and Business Transactions Practice Group. Howard will join the firm’s newest location as its combination with New York City-based Golenbock Eiseman Assor Bell & Peskoe, a full-service, 50-attorney law firm, became effective last week.
With an extensive background in capital market transactions, Howard regularly assists clients with public offerings, private placements, reverse mergers, SPAC transactions, and securitizations across various asset classes. His experience extends to acquisitions and dispositions in the cannabis and hemp industries, equipment lease portfolios, structured products, and commercial real estate transactions, including B-notes and mezzanine loans.
Howard represents several hedge, venture capital, and private equity funds regarding formation and transaction structuring, as well as securities law and regulatory matters. He has unique experience representing private equity funds in mergers and acquisitions and venture capital funds in purchases of preferred stock, convertible notes, and seed round securities.
As the financial services market evolves, Howard increasingly focuses on advising decentralized finance lenders and cryptocurrency- and blockchain-related companies, investors, and funds.

Outside of private practice, Howard provides insights on structured finance and cryptocurrency matters as a Fox Business Network contributor, also making regular appearances on CNBC, Schwab Network, and Bloomberg News and frequently speaking at large industry forums.
Howard completed his bachelor’s degree summa cum laude from the University of Scranton before earning his Juris Doctor cum laude from Notre Dame Law School.
