Colorado amended its certificate of title statute to add “off-highway vehicles” to the and allow for the creation of an electronic titling system.
An “off-highway vehicle” as a self-propelled vehicles that is: (1) designed to travel on wheels or tracks in contact with the ground; (2) designed primarily for use off of the public highways; and (3) generally and commonly used to transport persons for recreational purposes. This would specifically include ATVs and snowmobiles. The new provisions will apply to off-highway vehicles sold or transferred after July 1, 2014.
Like many states, Colorado has also enacted provisions to allow for the creation of an electronic titling system. This will ultimately provide for electronic registration, lien creation and titling.
