On March 5, 2014, EPA announced that it was approving SIP revisions to the Missouri SIP regarding start-up, shutdown, and malfunction (“SSM”) conditions, effective April 4, 2014. 79 Fed. Reg. 12394 (Mar. 5, 2014).
Missouri amended its SSM regulations at 10 CSR 10-6.050(3)(B) to eliminate the ability of facilities to provide verbal notification with SSM conditions which are expected to cause an excess release of emissions that exceed one hour. As a result of this change, a facility must provide written notification when SSM conditions occur which are subject to the requirement.
