Spencer Fane LLP is pleased to announce Kimberly Slay has joined the Litigation and Dispute Resolution practice group as an of counsel attorney in the firm’s Minneapolis office.
Kim is a litigator who has successfully represented corporations, governmental entities and individuals for over 30 years. Serving as an experienced trial and appellate attorney, she regularly represents clients in governmental relations, commercial litigation, environmental law, insurance coverage and state tax controversy.

Kimberly brings a unique skillset that will serve us well in addressing novel and complex litigation matters.”
Most recently, Kim served as General Counsel and Deputy Chief of Staff to Governor Mark Dayton and Lt. Governor Tina Smith. In that role, she developed a deep understanding of governmental operations and developed relationships with key stakeholders. Kim leans on this valuable experience to effectively guide clients through a variety of governmental and environmental issues such as permitting natural resource operations, including mining, water quality and air quality.
In addition, Kim also has experience in a variety of insurance coverage disputes and related litigation and state tax law. She previously spent time as Assistant Commissioner for the Minnesota Department of Revenue and the chief legal officer for the Louisiana Department of Revenue. In both roles, she was responsible for managing civil and criminal tax litigation for the state and uses this experience to guide corporations and individuals through the process of resolving their tax disputes.
Kim completed her undergraduate studies at Drake University and earned her Juris Doctor at the Southern University Law Center.
