Elizabeth Fast Provides Insights on New Banking Legislation in Kansas

Spencer Fane attorney Elizabeth Fast was recently interviewed for an article in The Topeka Capital-Journal that details the impact of new legislation in Kansas (Senate Bill 335) that now allows savings and loan banks to convert from a federal charter to a state charter.

Titled “Savings and loan banks in Kansas can become state chartered,” the article outlines the benefits of a state charter that may motivate banks to convert from a federal charter.

Elizabeth helped draft Senate Bill 335 in order to help banks take advantage of local regulation and smaller fees. “Their reason, primarily, was because they were going to be able to save on examination fees,” Elizabeth explained. “But also, they like the idea of Topeka being more attuned to their market.”
