Paul counsels clients through a variety of environmental and workplace safety matters. He frequently interacts with the EPA, OSHA, and state environmental quality and workplace safety agencies. Paul has experience working on RCRA compliance issues, CERCLA site investigations, Clean Water Act discharge permitting, OSHA workplace safety compliance and injury reporting, and government environmental investigations. He also has significant experience working with the federal regulations designed to prevent accidental releases of hazardous chemicals, namely OSHA’s Process Safety Management regulation and EPA’s Risk Management Plan regulation. Paul takes a proactive approach to helping industrial clients stay in compliance, but when regulators do allege non-compliance, he zealously defends against such claims. In addition, Paul works to develop a thorough knowledge of clients’ operations, which enables him to recognize potential Supplemental Environmental Projects that can significantly mitigate penalties, while also improving environmental health and safety, and even operations productivity. Although Paul’s practice is focused on environmental and workplace safety matters, he regularly collaborates with Spencer Fane attorneys specializing in other legal areas, to serve the full needs of clients.
Paul is on the Board of Directors for the Midwest Section of the Air & Waste Management Association. Paul received his law degree, magna cum laude, from the University of Missouri School of Law. During law school, Paul served as an associate managing editor of the Missouri Law Review. During his law school summers, Paul worked at Spencer Fane and at an environmental law organization.
