George Rowley represents clients in special district matters including bond issuances, revenue sharing arrangements, intergovernmental agreements, multi-district structures, construction bidding and contracting, private/public partnerships, compliance with TABOR, cost recovery agreements, easements and right-of-way acquisition agreements and legislative matters. George has organized and represented special districts for some of Colorado’s top commercial and residential projects. He has worked with a significant number of governing jurisdictions in Colorado and has participated in the creation of cutting edge approaches to structuring special taxing districts and special taxing district financing.

George enjoys using his experience and expertise in Colorado election law, the TABOR amendment, and other statutes to help his clients obtain authorization to issue, and refinance bonds and other forms of financial obligations to provide solutions to provide capital improvements and ongoing operations funding to Colorado’s established and growing communities.  He also prides himself in building excellent working relationships with municipal and county staff and opposing parties, resulting in better, more cost effective outcomes for his clients.

Highlights of George Rowley’s experience include:

  • Guiding a special district client through issues related to a developer abandoning the project half-way through the development process and defaulting on obligations to the District. He oversaw the acquisition of the former developer’s property, and the sale of the property to a new builder, negotiated an agreement with the City and the new builder for the financing of the needed improvements and assisted the district board in refinancing the district’s debt to get the district on firm financial footing.
