Dan's and Spencer Fane's real estate practice includes representation of both developers and cities using a broad range of development incentives in Missouri, Kansas, and other states including tax increment financing, property tax abatement, community improvement districts, transportation development districts, redevelopment authorities, home rule taxes, historic rehabilitation tax credits, affordable housing tax credits, and tax exempt bonded debt financing. Spencer Fane has completed over $300 million in tax incentive projects for its clients in the last four years.

Dan has practiced law in Kansas City for 24 years and has been active in civic affairs since the early 1980’s. He was elected a Kansas City, Missouri, City Councilman and served on the City Council from 1987 through 1995. While on the City Council, he served as Chairman of the Economic Development Committee from 1987 to 1991, and as Chairman of the Finance Committee from 1991 to 1994. He served on the Mid-America Regional Council Board of Directors from 1987-95, co-chairing both its Regional Amenities Task Force from 1987-95 and its Total Transportation Policy Committee for four years, ending in 1995.

He authored and was instrumental in passing the Missouri/Kansas Bi-State Cultural District Interstate Compact that provided the metro-wide sales tax to restore Union Station and build Science City.

Other activities include membership and leadership on a variety of civic panels and boards, including: the Citizens Association since 1995 (Chairman 1997-1998); the Citizens Infrastructure Committee from 1998-99; The Kansas City, MO, Public Improvements Advisory Committee from 1985-87; the Country Club Right-of-Way Advisory Committee for the Kansas City Area Transportation Authority, 1989-95; the Board of Directors for the Homes Associations of the Country Club District, 1984-87; and the Armour Hills Homes Association, 1982-87. In 1989, he received the Centurion Leadership Award from the Chamber of Commerce of Greater Kansas City.
